Match the steel to the weather, not the price
This is the one category where the wrong choice actually causes a problem. An outdoorsman's knife gets wet, gets left in a sheath, gets put away tired. Carbon steel Damascus is the finer blade and it will pit within a season if it is treated like that.

The sheath is half the gift
A leather sheath with a deep welt is what turns a knife from something in a drawer into something on a belt. It is also the part cheap knives skip. Everything here that needs a sheath ships with one. One instruction worth passing on when he opens it: do not store the blade in the leather long term. Leather holds moisture against steel, which is exactly the condition rust wants. Sheath for carrying, open air for storage.
What is the best knife gift for a hunter or outdoorsman? A four inch drop point fixed blade with a full tang and a leather sheath. It handles field dressing, camp work and everything in between. Add a gut hook if he dresses his own game.
Damascus or stainless for someone who is outdoors a lot? Stainless, unless you know he is meticulous. 440C for salt water and D2 for everything else. Damascus is the better blade and the worse choice for a careless owner.
What blade length is right for a hunting knife? Three and a half to four and a half inches. Longer is unwieldy inside a body cavity and no more useful around camp.
Does he need a gut hook? Not strictly. A sharp knife and practice do the same job. What a gut hook buys is forgiveness, which matters when he is tired, alone or working in poor light. For someone who takes one or two animals a year, it is worth having.
Should the knife be stored in its sheath? No. Leather traps moisture against the blade and that is how rust starts. Carry it in the sheath, store it out of it.
What about a tomahawk or an axe? An excellent second gift and a poor first one. Buy the knife first; the tomahawk is the thing he will enjoy but does not strictly need.
