At an inch and a half you have a scalpel, not a tool. It opens packaging, cuts thread, trims a stem and slices an apple. Wipe the blade after any wet use and once a fortnight even if you have not used it, because pocket lint holds moisture. The pivot wants a trace of oil now and then, because a mechanism this small binds on very little grit. The filed brass on the spine wants a soft brush rather than a cloth.

Is it a neck knife or a folder? It folds. It is small enough to hang on a cord if you want, but it is a folding knife with a locking blade, not a fixed blade in a sheath.
Can a blade this small be properly sharpened? Yes, on a small stone or the corner of a full-size one. Short edges are quick to bring back.
Will the green scales fade? The color is through the material rather than painted on, so handling will not wear it off. Long spells in direct sun will lighten it.
